Robbins, like many rural communities, was challenged by plant closings and a declining population spanning a 20-year period. Desperate for the revitalization of Robbins’ downtown and the involvement of the town’s majority Hispanic population, Cardno placed a heavy emphasis on community engagement as part of the planning process. Community focus groups were used to gain input and participation with an emphasis on all segments of the community.
The plan focused on downtown revitalization, which emphasized local catalysts such as beautification programs, educational and recreational programming, regional history, and the arts. The master plan provided an organizational framework and clear, phased tasks that were practical, achievable, and effective. The plan spurred community action, pride, and progress which was locally branded as “Robbins Rising.”
