Fostering Agricultural Markets Activity II (FARMA II)

Cardno is improving the competitiveness of Bosnia and Herzegovina's food and agricultural products by expanding environmentally sustainable production and processing, and enhancing the production of value-added food products, generating export-led growth, and promoting greater integration with European and global markets.

Cardno is making an impact in the agricultural sector development in Bosnia and Herzegovina (BiH) through Sweden/USAID's Fostering Agricultural Markets Activity II (FARMA II), a five-year agricultural and agribusiness development program.

With one of the lowest GDP per capita in Europe and a high incidence of rural poverty, agriculture is a critical contributor to the country’s economy. It provides for 10% of the country’s exports, generates 8% of GDP and provides employment for about 20% of the national labor force.

With the recently submitted application for E.U. candidacy status, BiH has made a critical step towards E.U. membership. To meet all of the requirements, agricultural and food production must increase its export competitiveness. The key to making the most out of the future membership will be how quickly and effectively BiH can reform the legislative and regulatory environment to comply with the requirements of E.U. accession.

The Sweden/USAID FARMA II project is confirmation of USAID and the Government of Sweden’s vision that local consumers can and should have confidence in buying BiH-produced food and agricultural goods which can also be exported to E.U. markets. This five-year project provides technical assistance and training to targeted subsectors through a demand-driven program aimed at improving the competitiveness of food and agricultural products by expanding environmentally sustainable production and processing, and enhancing the production of value-added food products.

Since the beginning of the program, FARMA II provided technical assistance to more than 1,300 producer organizations and strengthened the capacities of more than 200 different public organizations.

With staff based throughout the country, Sweden/USAID FARMA II creates agricultural and agri-business economic opportunities by assisting agricultural producer organizations in adopting E.U. and international agricultural and food standards and new production techniques.

The project assists producer organizations to produce new, high-value products, and expand domestic and international market access.

Training and technical assistance specifically target women entrepreneurs and women-led agricultural producer organizations.

FARMA II also assists BiH governments at all levels and relevant public agencies to implement regulations related to food and agricultural products that meet E.U. and international requirements.

Since the beginning of the program, FARMA II provided technical assistance to more than 1,300 producer organizations and strengthened the capacities of more than 200 different public organizations.

It is expected that the program will create more than 850 new full-time jobs and more than 4,000 seasonal jobs.

The project also supported the country's poultry industry to receive approval from the European Commission to export poultry meat, processed poultry meat and processed eggs to the European Union markets and in 2019 the first trucks were sent to Germany and Croatia.
