Cardno ChemRisk was asked to design key performace indicators (KPIs) by a major downstream oil and gas refinery and to measure and assess the performance of the health and safety program. A brainstorming meeting was held to obtain input from the health and safety staff at various refineries regarding the program areas in which KPIs were needed. This step helped ensure that the resulting KPIs were tailored to the company, and that staff buy-in was present at the individual plant level.
It was agreed upon that KPIs were needed in the following areas: effectiveness of exposure control measures; ergonomic assessments; occurrence of exposure events; shared practices among health and safety staff; medical surveillance, and product stewardship. American Industrial Hygiene Association (AIHA) guidance followed, which included focusing on leading indicators of performance as opposed to lagging, ease of measurement, and consistency of measurement across assessment personnel.
