The Indiana Department of Transportation and Illinois Department of Transportation conducted National Environmental Policy Act (NEPA) Tier 1 and Tier 2 EIS processes to explore the feasibility of creating a new expressway between I-55 in Illinois and I-65 in Indiana.
During the Tier 1 Environmental Impact Statement (EIS) process, Cardno participated as a subcontractor in project scoping, public involvement, and completed portions of the “red flag” analysis.
Cardno also performed additional subcontracted work, including analyzing existing conditions and assessing potential impacts to natural resources, cultural resources, and human resources from the study alternatives.

During the Tier 2 EIS process, Cardno completed all natural and cultural resource studies, including wetland delineations and surveys in Indiana for:
- endangered, threatened, and rare species
- bat habitat
- herptiles,
- birds
- land cover
- vegetation
- cultural resources
Cardno also completed resource studies for alternative assessment, riparian surveys, alternatives analysis, and wetland mitigation studies in additional areas.
