NEPA expert Cindy Shurling joins our Hampton, Virginia office

Cindy Shurling comes to Cardno as a seasoned and skilled technical professional and leader with demonstrated success in relationship development and project delivery.

She has directed and managed over 45 Navy and Marine Corps National Environmental Policy Act (NEPA) and encroachment projects over the past 14 years.

A skilled NEPA practitioner, technical writer, and encroachment analyst for large and complex actions, including over 25 Environmental Impact Statement (EIS) and Environmental Assessment (EA) projects and dozens of projects related to on- and offshore encroachment.

Cindy is skilled at cultivating high-trust relationships, leading to a deep understanding of client’s business needs and priorities, issues, strategies, and key decision drivers.
