NEPA and planning specialist Doug Gilkey, AICP, joins Cardno's Solana Beach, CA office
Cardno announces that Doug Gilkey has joined the firm as a Program Manager in the company’s Solana Beach, CA, USA office.
Doug has more than more than 27 years of experience including 14 years as a Navy civilian and 13 years as an environmental consultant.
Doug is an accomplished Program Manager, bringing a long resume of Federal experience with the Department of Defense, Department of Energy, and Department of Veterans Affairs to the Cardno team.
As a Navy civilian, Doug managed large Base Realignment and Closure (BRAC) efforts that included NEPA/CEQA documentation for base transfers, CERCLA and RCRA for cleanup compliance, and he led negotiations for the transfer and sale of property valued at more than $200M.
Doug has a proven history of successfully working with regulatory agencies across the west / pacific and co-authored an article in The Military Engineer titled “A Five-Step Plan to Improving Regulatory Relationships.” As a consultant, Doug managed multiple concurrent contracts with more than $400M capacity while effectively building coalitions between clients, government, and regulatory agencies.

Doug holds a BS in Biology & Environmental Science from Westminster College in Pennsylvania, a Masters in Public Administration (MPA) from Texas A&M University, and has been an American Planning Association certified Planner (American Institute of Certified Planners (AICP)) since 2004.
