Environmental Impact Statement for modernization and repair Military Ocean Terminal Concord piers

​Cardno prepared an EIS for the modernization and repair of Pier 2 and Pier 3 at Military Ocean Terminal Concord (MOTCO), Concord, California.

Working for the Army’s Military Surface Deployment and Distribution Command, the project included developing the Coastal Consistency Determination for San Francisco Bay Conservation and Development Commission, Biological Assessments for U.S. Fish and Wildlife Service (USFWS) and National Marine Fisheries Service (NMFS), and Essential Fish Habitat Assessment for NMFS. It also included assistance with Clean Water Act Section 10/Section 404 permits and associated Section 401 San Francisco Bay Water Quality Control Board Water Quality Certification.

Topics evaluated in the EIS included noise; air quality; geology, topography, and soils; water resources; biological resources; land use; coastal zone management; transportation; infrastructure; visual and recreational resources; socioeconomics; environmental justice and protection of children; and hazardous materials and waste, toxic substances, and contaminated sites.

In-water work in the San Francisco Bay-Delta is generally conditioned by the regulatory agencies to be restricted to narrow in-water work windows for listed fish species. Cardno provided the necessary analysis and facilitated collaborative discussions with the Army, the Corps of Engineers Sacramento District, USFWS, and NMFS that identified alternative mitigation and allowed unprecedented authorization from NMFS and USFWS to conduct the in-water work year-round.
