Cardno ensures that Global Fund grant recipient organizations have the financial and organizational capacity to effectively manage the funding they receive to fight AIDS and other infectious diseases.

The Global Fund is a financing institution that uses performance-based grants to combat AIDS, TB and Malaria. To ensure accountability of country-level grant recipients, the Global Fund employs Local Fund Agents (LFAs). Cardno is serving as the LFA in Belize, Guyana, Mongolia and Suriname, and for OECS and the CARICOM Secretariat in the Caribbean. 

Cardno teams first assess the grant recipient’s programmatic, financial and management capacity to implement the proposed program. They then institute ongoing monitoring and evaluation procedures while the program is being carried out. Cardno reviews progress against indicators each quarter, verifying that program monies are being used appropriately and effectively. Our locally-based teams:

  • Assess the capacity of grant recipients
  • Perform on-site data verifications
  • Verify reported expenditures to ensure that costs are reasonable and allowable.

Since 2003, Cardno has served as an LFA in 14 countries or regions, overseeing more than US$700 million in grant disbursements.
