Cardno appoints new President of U.S. International Development Division

​Cardno has appointed Mr. Joseph Lowther to the position of President of Cardno Emerging Markets USA, Ltd.

He is a leader with more than 18 years in managing complex economic growth activities in developing countries and 11 years as a commercial lawyer. 
 
Mr. Lowther will leverage the skills and expertise across Cardno’s International Development division and offices in 10 countries. He brings to the position extensive experience throughout Europe, Africa and Asia in numerous management and technical roles, providing assistance in multilateral relations, economic policy, competitiveness and public-private partnerships.

He also brings thorough knowledge of the international development and aid agencies of the United States, United Kingdom and Sweden, as well as the World Bank and the OECD.

Cardno’s 50 years of international development field work has yielded measureable impact and sustainable results across a broad portfolio of countries of operation and donors. Cardno has led, designed, trained and collaborated on projects throughout the developing world through ongoing partnerships with governments, multilateral organizations and private corporations. The division specializes in facilitating effective collaboration among diverse stakeholders and engaging the private sector.
 
Mr. Lowther is an expert in developing and implementing strategies to improve governance and catalyze economic growth in developing and transition economies. He was pivotal in guiding the division's Economic Growth sector and the U.S. Agency for International Development's Business Enabling Project in Serbia. The project successfully transformed Serbia’s business environment through major reforms with far-reaching impact, including the country’s increased construction GDP and improvement in the World Bank Doing Business ranking.
 
Mr. Lowther received MBA and Juris Doctor degrees from Whittier College and a Bachelor of Science in Business Administration from the University of Southern California.
