Millennium Challenge Corporation (MCC)

​Cardno has been a proud partner to the Millennium Challenge Corporation (MCC) since its inception in 2004, engaging with the U.S. foreign aid agency to fight global poverty.

Building a strong, trusted, and active working relationship with the MCC and local Millennium Challenge Account (MCA) entities, Cardno serves as the MCC Fiscal Agent and Procurement Agent in multiple countries, and also supports environmental, engineering, social, gender, economic and other technical assistance initiatives in Compact Countries and Threshold Programs.

Cardno brings hands-on management, a collaborative approach, and real-world Fiscal Agent experience with MCAs in eight countries—Benin, Georgia, Ghana, Indonesia, Mali, Malawi, Moldova, Namibia—and Procurement Agent experience in nine countries—Benin, El Salvador, Indonesia, Lesotho, Mali, Malawi, Mozambique, Namibia and Vanuatu. The Compacts for which Cardno has delivered fiscal and procurement agent services total US$ 3.5 billion. We understand MCA operational structures and implementation needs and ensure transparency, accountability, compliance, and effective implementation of MCC-funded Compacts.

For MCA-Namibia, Cardno implemented the North American Destination Marketing Activity (NADM), a four-year initiative to increase tourist arrivals to Namibia from North America. Cardno provided technical assistance and training to the Namibia tourism industry to develop and implement an extensive public relations and media outreach campaign to increase awareness of Namibia as a premier tourist destination.

Cardno also manages multiple MCC-funded blanket purchase agreements (BPAs) and Indefinite Delivery, Indefinite Quantity Contracts (IDIQs), including the Environmental, Social and Resettlement IDIQ, which involves managing environmental, social, health, and safety services to support project design and implementation. Cardno also holds a BPA to support MCC’s Departments of Policy and Evaluation and Compact Operations, delivering services in economic analysis; finance, investment, and trade; and social and gender analysis. In addition, Cardno is providing due diligence services in areas such as agriculture, education, energy, water, wastewater, electricity, ports and roads for the MCC-funded Architecture and Engineering IDIQ.
