What is e-Developer?

e-Developer is Sydney Water's electronic system for processing applications for Section 73 Compliance Certificates, which replaces the previous application form and paper files and is more efficient as information is transferred electronically and simultaneously.

In conjunction with the implementation of this electronic system, Sydney Water has licensed a number of private Water Servicing Coordinators who will be the major point of contact on matters associated with your Section 73 Compliance Certificate.

What is a Section 73 Compliance Certificate?

A Section 73 Compliance Certificate is a certificate issued under S73 of the Sydney Water Act 1994. It is a confirmation that you have:

• Built works (e.g. extensions or amplifications to Sydney Water's systems) to ensure your development has correctly sized mains available for connection
  
  
• Paid Sydney Water charges
  
  
• Completed any other requirements.

When do I need a Section 73 Compliance Certificate?

You may need a Section 73 when:

• Creating a dual occupancy
  
  
• Subdividing land or
  
  
• Constructing a residential, commercial or industrial building.

What does a Water Servicing Coordinator do?

A WSC acts as your agent in dealing with Sydney Water. The Coordinator:

• Submits your Section 73 application and plans electronically to Sydney Water
  
  
• Returns Sydney Water's response to you identifying the requirements for your service proposal.
  
  
• Endorse building plans for Sydney Water requirements
  
  

If you are required to build works, the Coordinator:

• Project manages the design and construction of these works
  
  
• Submits other relevant Sydney Water applications and approvals.
