As early as 1993, it was recognised that new urban development would not be sustainable unless an integrated strategy to manage the total water available from all sources was adopted.

The goal of ecologically sustainable urban development will be achieved only through re-examination of traditional practices and the formulation and implementation of new practices. (Designing Subdivisions to Save and Manage Water, 1993).
